When you run a Web Update of Exchange Rates in Quotation Tool you will download, and store in your local database, currency exchange rates that are provided by Coesia Group HQ Finance & Treasury Team. The exchange rates are updated annually and are budget/prognosis rates with EUR as base currency.
The list of managed currency rates as of 2021-08-16 is:

Sometimes you may want to create a quotation in a currency that is different than the customer default sales currency and / or the cost currency of your sales organization (transfer currency). In these cases the exchange rates will be used to convert the price and cost to expected currency. For cases when EUR is not one of the involved currencies, e.g. when cost is in USD and quotation is in CAD, Quotation Tool will automatically compute a cross currency rate for the currency pair.
The exchange rates are provided as a recommendation, but you are free to edit the value in the Price Update dialog so that you can use a different exchange rate than the default.
